At least take off the wheel, then you should be able to slip them on.

Hi all, forgive me if someone else posted this before, but another website that is dedicated to the 2017-present 300/500 Rebels is: https://www.hrpmotors.com - they have quite a bit of accessories at reasonable prices. I was looking at possibly replacing the meh stock headlight with "HONDA REBEL LED REPLACMENT HEAD LIGHT Price $109.90" If anyone has already purchased this and had it installed, I would really appreciate feedback ... the stock headlight, even with a brighter bulb, is still crap at night (the high beam is pretty good though).

I doubt it, that it will be enough to dismount the wheel only. At least also the lower fork bridge too. But also then, maybe the tubes will not slip easy over the fork from the lower side.
An alternative for this tubes maybe are fork protectors like this:

Much easier to mount with nearly the same effect.
