Front wheel / forks / handlebars out of alignment

It's very subtle, but the handlebar on my Rebel 500 seems tilted out of center. Or the forks are. The question is, is there an easy way to fix this? I looked at some articles/youtube videos that referenced loosening the bolts south of those on top of the forks, and just pumping them up and down and letting everything naturally align. Does that work? Anyone else found themselves in this predicament?

The bars are on rubber mounts. It’s possible one side been tightened more than the other? In any case just check the fork legs are straight and fixed at the same height in the yokes.
